At this year's summit, Paul Liu, minister of Taiwan's National Development Council and a pivotal figure in Taiwan’s economic, industrial and startup policies, will lead the Taiwanese delegation and deliver the opening speech, in which he is expected to elaborate on Taiwan’s national development strategies and its collaboration with Japan.
This will be Minister Liu's first Japan visit since the inauguration of Taiwan's new administration and his appointment in May 2024. Following his participation in the summit on the first day (September 17), he will hold a press conference to discuss Taiwan's economic strategies, including its semiconductor business that the world depends on, and Taiwan's future role in the global innovation ecosystem.
Ahead of the event, Mr. Liu remarked, "This third edition of the summit is set to be the largest ever and will undoubtedly serve as a catalyst for significantly strengthening the startup ecosystems of both Taiwan and Japan."

The Reasons Why Taiwan's Semiconductor Supply Chain Market Value is Expected to Grow Tenfold by 2033
Summit Day 2: September 18 (Wednesday) 11:20-11:45 – Keynote Address 
Taiwan’s leading semiconductor company, TSMC, anticipates that its long-term support strategies will attract foreign investors and boost the market value of Taiwan’s semiconductor supply chain—including IP, ASIC and IC design, manufacturing, factory construction, equipment, consumables, components, and agencies—from the current $24.9 billion to an impressive $257.7 billion by 2033.
Currently, foreign investors hold approximately $343 billion worth of TSMC stock, representing a 73% ownership stake. In contrast, foreign ownership of shares in other Taiwanese semiconductor supply chain companies is around $4.7 billion, which amounts to only about 1.4% of TSMC’s stock holdings.
By 2033, it is projected that the revenue of Taiwanese semiconductor supply chain companies will reach 49% of TSMC’s cost and capital expenditures. As a result, the proportion of stock held by foreign investors is expected to increase significantly from the current 7%.
At the event, Alex Lee, Founder and CEO of Quantum International (QIC), will deliver a presentation on the growth potential of Taiwan’s semiconductor supply chain. Lee, who has extensive experience in capital markets from his roles at Barclays, Credit Suisse First Boston, Deutsche Bank and Yuanta Securities, is an expert in investment for both publicly traded and private companies

Innovation and Startup Development Systems of the University of Tokyo's VC

Summit Day 2: September 18 (Wednesday) 12:05-12:30 – Keynote Address
UTokyo IPC is a leading venture capital firm in Japan that supports a diverse range of startups in deep tech fields with the potential to significantly impact society, such as healthcare, space, artificial intelligence (AI), environmental technology, and agri-tech. Beyond investment, UTokyo IPC aims to create an innovation ecosystem for startups by expanding its activities into entrepreneurial support and talent matchmaking. In recent years, its collaborations have not only included universities and private companies across Japan but also extended to international enterprises.
With an investment fund scale reaching $250 million, UTokyo IPC will discuss how government and university cooperation can drive successful innovation and entrepreneurship. Kei Furukawa, an investment partner at UTokyo IPC, will deliver this keynote address.
Note:The "Innovation Ecosystem" refers to an environment where various players, including government, universities, research institutions, businesses, and financial institutions, are interconnected to continuously foster innovation, akin to a living ecosystem.
